My girlfriend want to get a nice 24" 1080P IPS for about 200$ so don't suggest the best ones over that price point (+/-30$ is ok). All she do is play Diablo 3 and work.

There is a ton of 24" in that price range so I'm a bit lost about what is good. No Benq as well.

Viewsonic VX2370SMH-LED might be a good option. Amazon has it for $150. I've got the 27" version and am quite pleased with it. The matte coating isn't too glaringly obvious, color quality is great for the price (the larger one is about $100 more, still not very expensive), input lag is low. I don't have first-hand experience with the 23", but for that price, I wouldn't hesitate to pick one up based on my experience with the bigger one.

That aside, this list might be a good place to start, you can sort by screen size, resolution, and estimated price:

Thanks for the links. Right now, I'm looking at a Asus PB238Q or Dell S2440L. I have a Dell 2007WFP, which is one of the best in 2007 and it's still in use today.
