I guarantee you that it's not possible. All E5-2600 Xeons are fully locked, both the multiplier and BCLK strap. The best you can hope for as a result is a 5% overclock by increasing the bus speed to 105 MHz from 100 MHz.
Given the fact that this CPU has a maximum all core turbo multiplier of 24x, that means with a 105 MHz overclock on the bus, you'll max out at about 2520MHz. The unfortunate thing is that a basic i7-3930K will clock to about 4.5 GHz with relative ease, and at that clock speed, it'll easily destroy the E5-2650 in all tasks, both single and multi-threaded. It should be faster than the E5-2650 in multi-threaded apps, even at its stock clocks. You'd be much better off performance-wise selling the laptop and buying an i7-3930K.
