Omg, I just got xp ... again ... and now i've gotten past the 15 seconds till reboot, but now when it DOES reboot, it just starts the setup over again. Then after it does THAT, then it starts over,over,repeat.

Take the CD out when it reboots.
 
Do a slipstreamed install w/sp2

I'd have to agree with Odoe.

It could be a hardware error but I doubt it because you've made it that far.
