Locking User From Specific Partition

I have a computer with 2 copies of XP installed. One on Partition 1 (C: )and the other on partion 2(D: ). I want to completely lock out access to the drive not being run by the current OS.

Example:
I boot into C:
Should have no access to D:
or
I boot into D:
Should have no access to C:

I don't mind making a limited user, but they still need all other administrator rights.

Any suggestions?
 
you can use group policy to hide and deny access to any hard drive
