My friend's computer(pentium D 2.8) was running kind of hot so we got a new heatsink and Artic Silver. he put the paste and the heatsink on but when he boots it will randomly crash before getting to windows (or a little after). he put his old heatsink on and it is doing the same thing. he's even tried a LCS and its doing the same thing.

he says its not heat because the heatsink is not hot.

does anyone know what this could be?

it wasnt the liquid coolinat getting on components, that was the first thing i asked. it was broken before he tried the LCS.
 
try reseating the CPU?
old thermal paste can make the cpu stick to the heatsink, moving the cpu in the socket or even slightly pulling it out of the socket.
 
btw, if the heatsink is not hot, then there's a problem because heat isn't being transferred.
