locking refresh rate in games

What program is there that will help me select my monitor refresh rates at each resolution for playing games? I have the problem that games such as counter strike automatically change my refresh rate from 100hz on my desktop to some really low setting and I hate that because it looks terrible. I can't seem to find where you can do this in the ati radeon drivers ( I have a radeon 9800 pro).
 
If you know the absolute max that your montor can handle, and never go above a resolution that exceeds what you set, you can run dxdiag click on more help and usually set the override value at 85 (85 hz, on newer monitors most can handle this up to 1600x1200)

This will at least ensure all DX games will attempt to run at least 85hz first.
 
assuming he is talking about counter-strike he is using OpenGl.

I use refresh force as previously mentioned. Lock my V sync and ever game looks like buttah now.
 
If you run Dxdiag in the run box and go to the last page in the utillity you can lock a refresh rate of all your Direct-3D games.
