i want to be able to lock it just like normal but have programs still running. does anyone know of a way to do this
 
Yeah, actually they do. I use Win+L constantly whenever my cat gets that urge to jump up on my desktop (physical desktop) because I know a few moments later she's going to take up a position on my keyboard, almost guaranteed. A quick Win+L and it "locks" the machine (switches to the login screen) but my account is still up and running, without issues.

Been this way for years now, Win+L has been capable of this since the first Windows-key enabled keyboards appeared just as Windows 95 was rolling out.

FIFY Joe. :p WinKey+L had no default functionality prior to Windows XP (Windows NT/2000 users had to go through the CTRL-ALT-DEL dialog first, and 9x/ME users had to set up a screensaver for "security").

As for the OP, it sounds like you were actually logging out of Windows (through the start menu, I assume) instead of locking it. The former will definitely close all of your running programs.
