Lock-ups, reboots, bsod

I picked up a PII LX board this week for a system I need up and running asap.
I got the board installed but the first few times I couldn't get a post. After resetting the cpu and ram it seems to boot fine but Im having other problems and this is where Im not sure if its the board or cpu or ram.
I installed a 233 PII that I also just picked up, and at first I was using 256mb PC-133 but I've switched now to 64mb PC-100.
Even switching the ram didn't change much as Im still experiencing the same problems.
Win ME after a very short time will reboot, lockup, or sometimes start to get sluggesh and then lock. The board is a no-name or at least one I havn't heard of, and my thought is maybe its got major ram compatibility issues. Whats your take? Is there anything else I can try?

update:

I noticed that the 64mb stick was in dimm 2, so I moved it over and so far no lockups or problems.
