I have had this question for a while but haven't found a definite answer. Is a live USB OS able to use the full hardware functions of the computer as long as it has the correct drivers for that hardware already on it?

A qualified yes. Of course it depends on the particular OS you're using. Most USB/CD "live" OS's use some manner of Linux, and as such the drivers included depend on which distribution your install is based upon. For example, Puppy Linux works on almost every computer I've ever tried it on,( sometimes you need to use an older version, if the computer is really old.

Hope this has been some help.

Thanks that clears lots up. As a follow up question I am a big gamer WoW, Rift, and so on would I experience any sort of delays of reading/writing to and from the live OS on the USB?

Definitely. You would need a pretty fast flash drive to keep up. I recommend the Patriot Xporter. Very fast read/write rates.
