Liquid cool / Over heating or not on?

So I got a Sony RC 3.0ghz 512vid card 2gig ram and 270hardrive free and its over heating, the side of my computer almsot burns to the touch with the case off and 3 fans on it. is my liquid cool not even on? is there a way to check it?
