Let's say I get an ATI graphics card that supports H.264 acceleration, and is HDCP-compliant. Would this be of any use at all for LinuxMint 7, PClinuxOS 2010, FreeBSD, or BeOS Haiku...or would I have to get a second (non-HDCP compliant) graphics card to use with these operating systems?

A piece of hardware having support for HDCP is never going to keep you from using it. The only way it can be a problem is that if you don't have HDCP support (in both the hardware and driver) you might not be able to do things that demand end-to-end HDCP, like playing blu-ray movies in HD.
