I have a Linksys 4-port wireless router downstairs which is currently running my entire apartment.

I also have a 4-port Belkin wireless router that is currently not in active use.

I would like to connect the Belkin upstairs in my room simply for the purpose of having more access points for me to be able to connect computers that I am repairing to the network, video game systems, etc.

What is the recommended course of action in this instance?

Make sure you just setup up as an access point only and that it retrieves its IP via DHCP from the Linksys.

You do not want two routers handing out IPs as it will cause worlds of problems, before I would even hook the second router up to the network I would disable DHCP, and just enable its access point
