Limiting Viewable Websites

Without any additional software, is it possible using Windows XP to allow a user to only access specified websites? Say for instance we have 3 websites that our employees can visit that are business related, but we do not want them to be able to access any other site. Is there some way via hostsfile or something else that can accomplish this?

There are a variety of ways to accomplish this, from settings in a corporate firewall or proxy server (this may not meet your criteria of "no additional software" though), to settings in the browser your employees use. If you are using IE, take a look in Tools -> Internet Options -> Content -> Content Advisor. You can establish Approved Sites and supervisor options there.
