limiting my network speed

is there a program that will let me set a limit on my network speed? my uncle just moved in next door so i maybe canceling my dsl service and sharing the cable service hes gonna pay for. what im afraid of is that i may use too much of it while downloading and might interfer with the work he does at home. i think the the cable line is 3mbps so i just want like 500kbps. anyway i can do this?

and yes im aware of the linux way and other ways using the computer as a router, but id rather use the d-link router i have if possible.
 
Either run a router with custom firmware (like Sveasoft WTRG54G) that supports bandwidth shaping, or buy a router that supports this natively (much more expensive than your typical home router). There's no way to do it solely on your Dlink.
 
I suggest you just try it without it. The only problem i can see is if your downloading something ALL the time then yes he might see a bottleneck but if your just browsing the internet and playing games he will not even notice it.
