Limiting a user's access to programs??

Is there a way in windows XP to limit a certain user's access to certain programs? If not what would be an alternative.
 
standalone desktop. My mother wants to limit my brothers account to prevent him from gaming lol, he'll have a seperate accnt passworded that has access to games. His grades have been dropping so hehe.

thnx, just had to search winxp's help with that and it gave specific instructions on how to enable and where to find. I remember this was standard on my win2k advanced server but on xp it is disabled via simple share.
 
No, it's there and enabled, but with SFS turned on (by default) the access to the granular controls is not present. This is to keep Uncle Larry or Grandma Ginny from totally FUBAR-ing their default permissions.
