limit bandwidth for certain ip's on my LAN

hey guys, my first post here, i am having troble finding a program that can limit the bandwidth of each pc on my lan. i play some online games but they get real laggy once my brother turns on his downloading progam. is the any program (freeware) out there that can limit say 40kbs or less to his ip?
current components: NETGEAR ProSafe VPN Firewall FVS318v3
winxp home, and 3 pcs all up on lan.

what i did...
Have a old machine, doesnt really matter the specs.. I made a smoothwall on a pII, and it worked like a charm. I have a rack mount server ready for my next smoothwall, just cuase of the box i made my smoothwall is big and takes up room.. but anyways..
