My monitor flashes. I dont think it's a monitor issue, just terrible terrible design.

It appears to flash. There's two reasons:

One is that because it is an alternating pattern like that, it makes the transitions on LCDs a little more apparent, so you see the ghosting a little better.

However the real reason is that it plays tricks on your eyes. Depending on the distance you look at your screen from and the size and so on, the pattern may appear to "dance" and such, even though it is still. If you get close to the monitor, you can then confirm that no, it isn't really doing anything, your eyes are just playing tricks on you.

Bad design over all.
