if this is true, if someone trolls in the FS/T forum, or gives wrong advise in a different forum (like "chew your PSU wires -- it makes your computer faster!") that leads someone to screw their own equipment, is the [H] liable for it?

this is just a curiosity question, i don't mean to be disrespectful or anything
 
I don't think that makes the slightest bit of sense, though in our current lawsuit-happy Amerika, I could certainly understand why someone might ask the question.

Since [H] is not a professional service such as a doctor or lawyer, I don't think they can be held liable, even if they put bad information on the front page. After all, YOU are the one who took the action (hypothetically) without verifying that it is correct. If a doctor told you to take a whole bottle of pills and you got sick from it, the doctor would be liable, because of the profession involved.
