Is there anyway to unlock these new Pentium 4s?
 
not unless you get a engineering sample. P4's haven't been unlocked since the original pentiums.
 
There was a way to unlock the Pentium 4s with pins

No, there wasn't.

You could change the detected FSB, but not the multiplier.
