Probably because of balance issues. The older grenades from the previous TF/TFC games were not necessarily balanced. Any joe-schmoe could spam grenades and take out a boatload of guys. It really made some games stale.

One could only assume they are investigating the possibility of returning them, perhaps with a more balanced set and/or restriction.
