LCD with DVI-D , Vsync ON or OFF ?

Almost all Lcd monitors with dvi connection have a 60 hz refresh rate, right ?

on such screens is it better to use vsync ON or OFF in games ?

and exactly what changes with the change of vsync ? is performance affected ?


please say your opinion ....
 
after searching a little in internet forums i realised the following :

1. If you have a fast pc that can achieve easily high frame rates it's better
to always use vsync ON .

2. If you don't have a fast pc (or graphics card) then better leave it OFF ,because
turning it ON will be the cause of even lower frame rates.

So the golden rule for lcds (that anyway work at 60 hz) is :
if your card almost always has 61 or more fps put vsync ON
if your card almost always has less than 60 fps put vsync OFF

do you agree ?
 
I usually judge each application separately, some games tear like no other and others are fine. For instance I always leave v-sync on for Doom 3, but Farcry I leave v-sync off since I don't notice much tearing.
