LCD suggestions?

My mother is looking to get my dad a 17"+ LCD for around $200. It can't be widescreen and it must be extremely clear and bright as he works from home and is on the computer 8+ hours a day.

A screen with S-IPS panel would be best in that case. Look at the NEC 17" monitors maybe (might be too expensive though). Other than that, the usual manufacturer suspects: Samsung, NEC, Viewsonic, LG, Benq, Acer etc.

The panel type seems very important in your case. Avoid TN panels for their lack of bright, vivid colors. If gaming is not important, TN panels offer no advantage. S-IPS probably has the best color accuracy. Also, you might want to look at the anti-glare coating. Some panels use a coating that makes the screen look washed out a little. You might want to avoid that as well.
