LCD backlight bleeding?

I recently bought a Benq FP931 19" 16ms LCD panel, knowing this was only a budget 19" screen I didn’t expect too much but I was pleased when I bought it. If I were to purchase another LCD I would make sure to get higher then the 400:1 contrast ratio that this screen has. After using it for a week or two I started to notice in darker screens (mostly only black) the edges of my screen were much brighter for about 1-2 inches fading into the center of the screen. I don’t know too much about LCD’s but I am thinking that maybe the backlight is bleeding through on the outer edges of the screen. I was wondering if this was a usual effect of LCD screens and maybe I am over reacting or maybe my monitor is defective, thanks
