Latency vs Frequency

So I'm deciding on RAM for a x38/C2Q setup. I don't really understand how latency and frequency work. Essentially I'm comparing the following two kits:
  • Corsair Dominator DDR2-1066 (TWIN2X4096-8500C5DF) 2x2GB - Latency=5
  • Corsair HX2 DHX DDR2-800 2x2GB Latency=4
The DDR2 1066 stuff is slightly more expensive but not by much, so I call it somewhat of a wash in price. My question is what is better, the higher frequency, higher latency or the lower frequency, lower latency?
 
The 1066 will more than likely run at CAS 4 at 800mhz effective. I would go with the 1066. Even if your system won't use 1066mhz stock, it'll give you some headroom should you decide to overclock later.
 
I agree with above. I am no expert but the 1066 is most likely higher binned ram. 1066 can almost always run the same speed and timings of the 800 but not the other way around.

As for performance, in my experience 800c4 and 1066c5 are amost a wash in benchmarks and synthetic tests. However with the 1066 you may be able to push higher cas4 speeds and start seeing some benefits.
 
Thanks guys. Sounds like both parameters are soft parameters, but having 1066 'branded' chips likely means more wiggle room for pushing the hardware faster.

i think the question is latency vs frequency....and i agree, 1066 FTW depending on prices (since it's not that much of an increase)

just tighten the timings and run the ram at 800mhz if you only need 400mhz fsb. plus you will have some headroom like was mentioned before
 
add me to the list of 1066 over 800.. My HTPC uses 1066 corsair dominator ram.. I'm EXTREMELY impressed with it..
