Lapped e7300 only change in temps under load?

Built my sister a quick pc with a barebones kit. The asus board in it actually does a pretty decent overclock. OCed the e7300 to 3.0ghz on the stock cooler but temps were getting up to 72C during prime. Lapped it and am now load gets no higher than 60. Idle has remained unchanged one core is around 36-37 and the other 39. Before lapping they both were around 39-40.

Is it normal for the idle temp to barely change, or just relate it to the stock cooler?
 
usually with the 45nm chips sometimes there is a sensor issue where it won't dip below 35
 
The idle temp generally isn't affected much by better cooling, although it could also be a sensor issue.
 
Ah okay, just want to make sure I did not screw the lapping or anything. It was the first time I ever attempted. Thinking about trying it on my i7 when I finally order it now :)
