Lagging images, montior or video card ?

hey guys ive been having some problems with my video card ! Im getting 60 fraps a second on games like cod4 but still the images are choppy like the screen lags i dont know how to explain it its like it cant keep up with whats going on. THeres like lag lines across the monitor! Is it because my monitor is bad or my oc on my 8800gt is just not at a right oc ?
my overclock is 700/1785/1000. Please some answers would be nice its sooo annoying !
