Lacking PSU causing issues with new graphics card.

I bought an HD5850 last weekend and the minimum required PSU is 500w (which mine meets -> http://www.newegg.com/Product/Product.aspx?Item=N82E16817182044)

Last night, I came home and sat my computer, and when I moused over the start menu, any icons pinned would shift around, kinda like artifacting, but only on the task bar.

Could it be a lacking PSU causing this problem. I haven't had any issues until today.

could be. Power issues can cause all sorts of wacky things to happen, at least for me. That PSU...looks kinda cheap. 500w is probably the max output, but what is it actually pushing?
 
This isn't the first thread you've made about PSU questions / issues if I'm remembering right.

That Rosewill PSU is junk. Replace it and you'll be better off regardless.

I think this is my first post in the PSU subforum ever, haha.

But I agree, it is junk, it was just laying around and available so I used it.
