Would this be a decent camera for the price? I'm thinking about getting into photography for a new hobby, so it's my first camera. Not looking to spend $1k on a camera until I know I am really going to enjoy it. On the same token, I don't want some cheap camera

My wife has had the original 35MM Canon Rebel. The camera is incredible, and she won't use anything else for her hobby film photos. She has had it for well over 5 years and it's held up quite well. You can't get any better in that price range for a film SLR.

She has also been buying and returning digitals, until she finds one she likes. The Kodak Z740 was the last one that she had. She had it for about 2 weeks and fell in love with it. Her only complaint was mildly blurry pics at high zoom, but that is likely due to camera shake. At very high shutter speeds the high zoom is incredible. It takes amazing pics, and for $299 is well worth it.

They aren't exactly comparable. You will take much better film pictures with the Rebel, but you will pay for them in developing. Its a very good camera and some people use the series professionally. However you can still get better cameras - but by then your into medium format, or professional quality.

The Kodak is an entry-level (towards the top end) DSLR wannabe (its just a DSLR style, its not a true SLR). And while it takes amazing pictures, you can still get several orders of magnitude better.
