keyboard/mouse problem

I'm not sure where to post this...
I just built a 'new' computer. The specs are in my sig. Anyways, I powerup and it posts but I get no responce from my PS/2 keyboard or mouse. Sometimes the lights on them flicker faintly. Also if I plug the mouse into the USB port, it works fine.

Any idea what's wrong?

I also have a DVD-rom, CD-RW, 2 HDs, and 5 case fans on a cheap(Turbolink or something...) 350W PSU. Could that be causing a problem?
