Keyboard key for getting into boot select screen?

My Brothers computer (Windows ME) for some reason or another is only booting into safe mode with no mouse recognizement. I dont knoww hy, however i figure ill try and tell windows to boot normally. What is the key to bring this selection up (when you first start windows?)
 
Try F8 right before the windows logo thing comes up.

Ok odd problem for you all. The computer boots into safe mode nomatter what i do (windows ME - brothers) and he has NO MOUSE. If i manually boot into safe mode (f8) he has a mouse. However, no matter HOW many times he shuts down and restarts, it appears to go into safe mode (large letters and no colors - however it doesnt actually say "safe Mode" at bottom of screen). ANY ideas?
