My parents video card in their pc died. I need to get a new one.

My mom does a lot of photoshop if that even is effected by the video card.

Other than that it only needs to have dual dvi or hdmi output. VGA would be nice, but if that would compromise quality then nevermind.

Cheapest would be the best choice as other areas of the pc could use an upgrade since they have no need for a good video card. Just need one that will function.
 
What are the full specs of the computer? (PCI-E or AGP, PSU ratings, CPU are the main ones)

There you go. A 4350 gives you modern video decoding capability (about the only thing they'll ever possibly care if their GPU can do) and that one has VGA, DVI, and HDMI out. $35, free shipping.

If you want something they could maybe play a game or two on and don't mind buying from a private party here (but new hardware) Bigbacon is selling one of the Radeon 4650s that came from the X800 series HDCP lawsuit a while back for $45 shipped here: http://hardforum.com/showthread.php?t=1514742&highlight=4650 (he would probably take an offer of $40 or $35 shipped at this point, it has been for sale for a while).
 
silent-circuit, would an nVidia card be better for photoshop?
 
Photoshop barely uses the cards, not worth worrying over. CPU is far, far more important there.

I don't know if the OP parents would make use of it but its a reason to get something with more shader power (the 4650, the 5450, so on.)
