Just Built A Computer - Just Won't Turn On

Here's what I got...

400 Watts PSU - 3.3V - 24A / 5V - 35A / 12V - 12A
ASRock K7S41GX
Mobile Athlon XP 2500+
Zalman 7000A-Cu HSF
Corsair PC-3200 Value Select
Western Digital Caviar SE 80 GB 8 MB Cache
Plextor 48 x 24 x 48 CD-RW
Mitsui Floppy Drive

It's basically a budget PC (though the heatsink is a funny one for a 'budget' PC) for a friend.

Now, I got it all set up and wired neatly as possible for free airflow and et cetra. Just view the picture below and judge the work.

Now, here's the problem, it's all set up. The motherboard main connector is already in and made sure it was in. A potential problem is the panel (like Power LED, HDD LED, Power Button and Reset). I got the Aspire Case. The Asrock motherboard has those four I just mentioned and some 3-pin Power LED Connector which is essentially the same as the Power LED on the other panel except it has another pin (or I could be wrong). I tend to do bad in this field (just confusing about 'ground wire' and etc...). I got the picture as well below.

It just won't turn on. The power supply is set to 115V with its' power switch on with the power outlet plugged in as well. Everything is supposed to go the way it is (or maybe not). I press the power button. Won't turn on. I tried some changes with the panel but it doesn't make sense to because i am following the directions/steps/diagram in the book. Anyone experienced in this kind of thing, help?

P.S. Not sure if this is a *general* problem or exactly a *motherboard* problem. I'm posting doubles in the motherboard forum as well.
 
Might check the power switch wire going to the motherboard. It might be on wrong. I have done this before

Just a thought..
 
your mobo might be grounded to the case, very common issue when building. You'll have to take the mobo out to fix it anyway so try this when you do:

Test the system outside of the case in a static free spot. If it works fine then you had a grounding issue. The way to fix that is to use rubber washers or electrical tape over the mobo standoffs in the case, because those same standoffs might be making contact with metal circuitry on your motherboard...
 
That is right, I did take out the motherboard painfully and it did run up and work. But as soon as I bring it back down and fit i with the I/O Plate (metal as well), it worked for only one second and shuts down and refuses to power on again. I really dont know how to even let this system work alone. Where would I put the electrical tape? Can I put some material-like foam under the motheboard and screw it in? Would it work? Is it safe? I have one of those cardboard-paper washers which looks like this:

It's paper though, would it work? For some reason, when I lay it down when it is far from the I/O plate, it works. But when it is together all fit, it doesn't. How the heck can an I/O plate do this? I'm so lost.

Wow, what fixed it was that simple foam under the motherboard. I simply screwed through them and it still boots up just great. Thanks for the tip.

Be carefull of heat buildup under the motherboard.
See if you can get plastic standoffs.

Ok, now it decided to NOT work. Wow. I don't know what to do at this point. Tigerbiten, what's a plastic standoff's? And can anyone answer my previous questions?

Those little paper washers are sovereign for preventing the mobo shorting. I wouldn't use foam; might overheat the board.

Did you use that whole piece of foam from the package? If so then take it out before anything else. Otherwise your insulating the back of the mobo, which needs air circulation behind it. I'm not sure of the material its made of either, it may be electrically conductive for all we know(?)

If you don't have any thin rubber washers then stick slivers of electrical tape on every case standoff (the raised nubs inside your atx case that the mobo fastening screws thread to). You almost assuredly have a grounding problem, the easiest to avoid too if you follow the steps i've crudely outlined :)

Edit::: err, or follow icthus's advice ;)
 
OR it can be those yellow long screwy kind of things that u put on case and u screw the mobo on
 
is your mobo properly seated? it would refuse to boot if its not. Check your mobo clips
