ITX Power supplies

Im building up a silent ITX server and having a little trouble on the PSU front.

My Server specs:
986LCD-M/mITX Motherboard
2x DDR2 2GB sticks
T5600 Intel Core 2 Duo CPU Mobile (35W TDP)
2x 320GB 2.5" 5400rpm SATA HDDs


Just as a reference my HTPC is the following:
Zotac 9300-ITX Motherboard
2x DDR2 2GB sticks
E6400 Intel Core 2 Duo (65W TDP)
1x 120GB 2.5" SATA HDD
2x 80mm fans

My power brick is a 12v 12.5a (150w) which works perfectly with my HTPC and my picoPSU 150w, can use the pc under 100% load and very stable

Now I bought a cheapo 120w DC-DC board (http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=170579235384&ssPageName=STRK:MEWNX:IT) thinking this should be more than sufficient to power my server given that its a lower spec than the HTPC and has a low power chipset.
Clearly I was wrong, it powers on for half a second and then fails. If I put the picoPSU on the server board, all works 100%.

Am I being right in thinking that 120w should be more than sufficent to power this server, (power meter at mains said 35-40w using picoPSU) and that the power supply sent to me is not supplying enough power?
 
The broken english in that ebay advert doesn't exactly inspire confidence. Not to mention the lack of any real specifications or manufacturers part numbers for the device in question. Your symptoms certainly sound like the PSU you have been sent is simply a peice of shit.
