issues w/ mobo or cpu, help

have a e8400. I built my system about 2 months ago. it never really ran like i thought it should and for awhile i just figured i thought to much. Well something is wrong. if games on my old system ( amd athlon 64 x2 4000+) play better then something is up. How do you check if everything is on the up and up with your cpu? bios shows the cpu at 2.8 ghz instead of 3?

I play TF2 and with my new 4870 i get 50 frps avg and lowest is 30, no way this should be. my old system would rarely get below 60. Programs are slow and hang and when i close or open them, take a little longer than should. Starting and shutting down takes awhile and it hangs for awhile right b4 it loads windows.
 
sounds like ram/divider issue to me. make sure your multi and fsb settings are correct in the bios. then run prime95 in windows. do a small fft test first. if you can run that for a few hours without errors, it's not probably not cpu related. try blend test, if errors are there, it's memory related. what kind of temps do you have? using latest bios to make sure your board detects your cpu properly?
 
yeah using latest bios, temp for cpu are idle around 43-46 in game about 55-57. Whats fft?
