In CCC it shows current values for gpu 507 and 500 for memory. Now, I know when I run games, it jumps up to 750/900(confirmed by rivatuner). But if I make a custom profile to have it at 750/900 all the time. My computer will start to freeze, then crash blue screen.

Is there an issue with the card, even though it runs at what it should during games. Or is there some issue with CCC.

In the CCC profile, all I do is change GPU from 50700 > 75000 and memory from 50000 > 90000.

I think you should lower it to 700/800... maybe that will help with the crashing. sometimes my card behaves that way as well (random crashing, games not loading, etc).
 
it could be due to when the drivers try to switch to 2d mode.. the custom profile you have setup isnt allowing it to switch..
 
Maybe when in 2D mode the voltage will drop while the clock speed remains as high so that will cause the instability.
 
Thing is when you switch in riva tuner to the higher clocks it doesn't change the voltage. If you look in the profile setting of ati CCC the voltage for 2d clocks is 1.0 and 3d clocks as 1.25. This combined with lack of fan is causing your bsod.

When messing clocks through riva it forces the card into 3d mode and then change the 3d mode clock.

To OC idle clock idle voltage must be tweaked too. Under the profile.xml the 1.00 need to become 1.25. Else like the other guy said you would be trying to run 3d clock at 2d voltage.
 
If your not running Cataylst, you need to setup the RT Stats server to monitor when 3d calls are made. It won't matter if your in window or not. Even CPU-z will make a 3d call and RT will bump the clocks.
