Ok I'm currently a twc subscriber in the cincinnati area and needless to say I hate them with a fiery passion but honestly like many people I'm stuck with them since they have a monopoly. Right now I have their wideband service since I use steam and other download programs to buy games online and I have constantly been unsatisfied with the inconsistent download speeds I get. Most of the time I get speeds pretty much no better than what I had on their high speed internet + powerboost BS that I had before. I've called and complained so many times before that they have come out several times to my house to try and fix the issue. So far my complaints have had their service techs even go up and down the main lines checking everything and they even had to replace a few items on the main lines resulting in better service but still not ideal. Paying $99 for speeds of 1.1MB/s - 1.8MB/s through steam and other services where I've seen better consistent download speeds. Sometimes I get the 4MB/s - 5MB/s I should get but the never last longer throughout the game download.

That said I'm starting to reach a point where I'm considering going without internet period because to me its almost not even worth it. So my question is how much can I reasonably expect from TWC and should I just give up and go back to a lower tier service or even just give up altogether.
 
I hate to say this, but it's not TWC, it's the server you're downloading from. Generally I get 1MB/s tops off of steam and I'm on the wideband as well (in WI). That said I can hit 4 MB/s consistently with usenet. Are your speeds suffering regardless of the source?
 
Definitely test your speed using a few different servers at speedtest.net, but my gut feeling is that the circuit for your street/neighborhood is saturated. Do you get full speed in the middle of the night? If so, that's most definitely the problem. You would have to somehow get your neighbors to all complain too so that hopefully they upgrade the circuit.

have you verified that the same slow speeds occur regardless of where you download from?

you only talk about STEAM. Results from a single server/service does not provide accurate results for the wide picture.

Well for one I tested downloading large files from microsoft servers like the win7 sp1 I've tried using apple hd trailers various other site that I would expect have money to have a good connection to their servers. Also I've tried several different steam servers and I get the same problem with my dl speeds sometimes peaking at 5MB/s but trailing off to all the way down to the 1.1MB/s to 1.8MB/s and holding steady at that range for the most part. I have tried downloading items from other site where i've gotten as little as 220KB/s - 700KB/s but I've maintained that that is that sites issue.

EDIT: Also trying to download mega games like wow through their bt or swotor through their patcher has similar issues. Though that could be me not setting my ports for the torrents or something.

As far as trouble shooting my end I have in the past but that was long ago so if you have anything I could check I'll try it.
 
Before we can recommend troubleshooting we'll need to know your setup. Does your modem plug into your computer or into a switch or a wireless router? How do your computer(s) connect to your modem?

Let us know what Speedtest.net results you get.
 
I have 50 down from comcast which I normally get about 60-65, I can download from certain sites at around 6-7mb/s but steam is always slow. I rarely go above 2-3 on steam and thats only spikes, it eventually settles down around the 1.5-2 range.

Chances are its the servers you're downloading from. I just re-downloaded SC2 last week and it took far longer than it should have, either because of their connection/cap or because they have it split into a bunch of little files placed on different servers.

I would try several speedtest.net servers and see what type of results you get. Like the other user said it could also be saturation, try testing these at different times in the day if possible. If it is saturation you are going to need an army of people to complain. We had to have nearly our entire township call comcast to get our lines replaced outside, was pretty ridiculous. No TWC here though so I don't know how well they handle customer complaints, good luck.
