ISP Prevent P2P Downloads?

I was wondering if my ISP Roadrunner (Brighthouse Networks) is able to detect and keep me from downloading from popular P2P networks? I noticed I am no longer able or very rarely able to download anything from Frostwire / Limewire and suspect my ISP.

Any comments or suggestions? I am not looking or asking you to show my how to by pass this if my ISP blocks this. I am simply trying to understand if my ISP does in fact block this and if there is a way to tell or if anyone has experienced anything of this nature. I tried calling them to ask a few questions and the representative was unable to assist me since he could not remotely connect to my PC.

I haven't heard anything about blocking p2p.

However, Time Warner and Brighthouse now employ packet shaping with Roadrunner service to de-prioritize p2p and usenet packets. This has the effect of substantially reducing p2p and usenet throughput. It doesn't affect every RR service area yet, but it will soon. You can read more about it here:
