Is7-e2 not locking down pci/agp bus?

I'm not sure what the deal is, but i've been fartin around with my old 1.6a Northwood. It sits happy at 2.4ghz but i can't get it to do 2.6ghz.

it cant' be the memory because i switch to a 3:2 divider to take it out of teh equation. At 155fsb(2480MHZ) i run into soem stability problems because of my unstable PSU. BUT at 163fsb it wont' get into the OS(win98se :eek: ) it causes curruptions on the HDD's for some reason. I already had to wipe reformat a HDD because the OS went to complete Pooo and even in safemode thing would not work.

Any ideas?

Right now hte processor is stable at 1.65v on load(150fsb 2.4ghz), so i know there is still .5V that i have to push teh processor just a touch farther.
