Is this the NeoHE shutdown issue?

My girlfriend's current rig:

MSI K8N-Neo2 Platinum
A64 3500+ - 939 Newcastle
7800GS AGP
2x512MB Crucial Ballistix PC3200
1 random Samsung DVD-RW
1 Seagate 160GB drive, 1 WD 200GB drive
3 80mm fans

all at stock.

Previously, this was running on an Ultra X-Connect 500W from way back when. He previous PSU was an old 300W, so we stuck in whatever worked, which was that. It seems to be fine, except the system shuts down under heavy load... I think it's overheating PSU, since the CPU temps don't clear 50C, and it exhibited the same shutdown with a 9800 Pro. I popped open the Ultra, and lo and behold it's full of Fuhjyyu - probably the bad revision of X-Connect.

So, I dropped in my NeoHE 550W. It was powering the system in my sig with no hiccups. However, with everything hooked up in the GF's rig, the system just plain fails to boot... it boots up for about two seconds, then quietly shuts off with no warning or beeps.

I managed to narrow it down to this: unplugging either the 160G Seagate HD or the Samsung DVD-RW will allow the system to boot fine, as if nothing were wrong. I can even load up everything else in the computer on one molex chain and it seems to be perfectly fine, but the instant I plug in both of those two at the same time it simply refuses to boot for longer than two seconds.

Googling around, I see lots of indications about the shutdown issue, but no real mention about it being fine with a lower load. However, my PSU also says 'A4' on the side.. this was fixed in the A3 revision, was it not? But yeah, I really don't want to have to put the Ultra back in just to get this thing to boot. Anybody have enough experience with this to say 'yeah, that's the NeoHE problem you're running into' or not?
