That does not look like a video card to me at all.....What's with the cord? Looks to me like something someone photo shopped onto an Amazon page.
 
I thought it was a baby USB key designed to look like a CPU radiator. Sadly I am disappointed, but if that was my first reaction I doubt it has anything to do with GPU's.
 
Now that you mention it, that's definitely a rack mount fan. Maybe someone is trying to make a joke about the 290x needing one to keep cool.
