Is this safe?

My AquaXtreme 12v pump was a bit too loud for my tastes, so I found some packaging foam, about a half inch thick, and wrapped the pump in that. Vibration is GONE, and noise has been significantly decreased. Is this safe, though? It shouldn't overheat the pump, right?

Depends on how tight you have it wrapped. If it has no airflow I would suspect that its could overheat. Try seating the pump on the foam or bolting the pump firmly to the case on top of the foam. The soft stuff that comes in the bottom of your motherboard box works wonders as a mat to bolt to

Most of the heat is dissipated into the water. It will be perfectly fine.

maybe your pump opperates cooler than mine does, but i would be really worried about slow-cooking all the dioxins (and other nasty stuff) out of the foam and into the air that i breath if i wrapped up my pump like that................
