It does look like corrosion.
I disassembled my old 980Ti's and found this. One is worse than the other, but the other is also having the same problem.
Algae can be brown.
I would take it apart, scrub with vinegar and a tooth brush and see if it helps. Remember not to use alcohol as it messes up the plexiglass.
Unfortunately these blocks are known for corrosion. EKWB doesn't do the bang up job they once did. At the same time, sometimes you need to clean better, flush more or add a silver coil.

How old are the blocks? It looks like that same thing EK had a while back with the nickle plating getting all kinds of fuxxored.
It looks like the nickel plating is wearing off and the underlying copper is being exposed. Do you have a silver kill coil in the loop by any chance? You don't want to scrub that as it will only pronounce the effect.
I tried using soap water as it was nickel copper and I can't use vinegear. It didn't help much.

Nope, didn't add anything else except EKWB's own coolant, which should have everything needed.
Why can't you use vinegar?
