Yes, it looks fine.

You have C1E and/or E1ST enabled in your BIOS which is Intel's version of "Cool n' Quiet". Your CPU will throttle down when it's not being used in order to save power and generate less heat/noise.

If you're overclocking or are going to be, disable E1ST and C1E in the BIOS.
