Look at the GPU voltages. This was just after playing a game. Anyone else get this in ATI Tray Tools?

I believe that much voltage would fry pretty much any chip instantly, so I'd call this an ATT issue.
 
Ignore it, the software is displaying wrong values every so often.
I've seen this many times.
Verify by connecting an oscilloscope or use a multimeter.
You will see any blips easier on an analogue meter.

for example NetMeter displays network utilisation but it sometimes displays higher values when the cpu is busy.
This is because the refresh takes longer than 1 second sometimes.
Your problem may not be due to cpu occupancy but can be due to a faulty Analogue to Digital Converter circuit or the software driving it.
ie other things running on the same interrupt may make it take a reading when the data isnt ready (assuming its interrupt driven).
