Is this normal?

Operating 0° C ~ +25° C on full load; De-rate 2W/C from +25°C to +50°C.

I got that from a SPARKLE PSU off of newegg... so, If this is a 400W PSU and the temp inside my case is 40C (for example, during gaming and with mediocre ventilation), then 40 - 25 = 15C. 15C x 2 W/C = 30W. 400W -30W = 370W.

Granted, 370W is more than enough for my rig (prescott, 6600GT w/o power, 1HD, 1DVD) but my question is this:

Is this normal for all/most/many power supplies?
 
Well, yes, I know PSUs perform worse at higher temperatures, I meant to ask if 2W/C is a normal value for lost efficiency
Edit: Nevermind, I read johny's page on the de-rating curve and 2W/C is the norm.
