So I live in the U.S and bought XFX Radeon 4890 from Newegg. Thing is it didn't have any wrapping on it and the box and H.A.W.X has all these rating symbols like they're from canada or europe. Is this normal?
 
They usually include international copies for freebies... makes it easier, but it shouldn't make a difference for playing it.

the weird ratings are prolly for non us customers and its prolly cheaper to just put them on everything

Yeah until you tell the camera to take smaller pictures. Or tell photobucket to resize the pictures you upload automatically. We don't have 42 inch monitors.

That is the way it should be packaged. I think it is a promotional thing from XFX. Ordered a new rig on the 1st and got the same video card you got and it has the same packaging. The video card came in nice packaging though.
