Right now i'm playing WoW @ 2560x1440 with a powercolor 390. the game on high-ish settings doesnt feel too smooth. I feel the spastic GPU might be to blame? some area's i get 30 fps and the chart continues to look like this, Never levels out.

edit: its also in full screen mode
 
nope! try updating your drivers and also make sure that wow is set to fullscreen exclusive mode. it looks like the card is rapidly switching between 2d and 3d clock speeds.
 
ram is @ 5gb , vram is 1.5... 5gb seems like alot

DDU'd and reinstalled drivers and still no good. Also noticed my GPU is 100% @ ~500mhz... wtf?

disable power saving feature in the radeon settings, (I can not remember how was exactly called but I think was "power efficiency" or something like that. check it and disable, that's the worse driver feature ever made. that power efficiency feature was what caused people to use clockblocker app to fix this kind of issue..

Could be some kind of power saving bug.....AMD has had some issues with those over the last year. Are your clocks fluctuating at all or locking to normal boost clocks? Regarding that game it could also be cpu related? It is WoW right? Not entirely heavy gpu limited game afaik

2D/3D clocks doesn't work as older cards used to work. since Crimson drivers and with R9 300 series, clock can vary from idle up to max clock depending on the game requirement, it prioritize GPU utilization over clock stability causing the issue described here in the OP, AMD launched later an option to disable those power efficiency features making the clock stable again.
 
What about CPU usage? Is the 390 usage at 2D clocks and low usage while not in game? Do you have and HUD addons or such loaded with WoW? Does the 390 clock higher than 500mhz in other games and/or GPU-Z's PCIE render test?

That game can be seriously GPU limited with certain settings implemented lately like SSAA and Resolution scaling. you can go nuts with that game running at about ~8K hahaha.
 
every other game runs good. and a shit ton better even with the power settings off! thanks! it just looks like wow runs like shit lol

I disabled it, WoW is still being a bitch, But Rainbow 6 siege runs noticeably smoother
 
One other thing to try is to disable power play in afterburner. In the settings there is a drop menu at the bottom that says disabled, with power play and without power play. It will force the clock to stay at max ALL THE TIME so it will increase temps and power usage even at idle. It's a last resort. That clock blocker that was mentioned might help too.

holy shit, CockBlocker is making a huge difference! I mean clock >_>

its still bouncing all over the place in terms of usage... but is deff smoother

I just built a PC for a customer using a RX 480 and I checked out my wifes PC which has a 480 as well and it stays consistently @ 100%. Cock blocker helped but its still all over the place. Im probably just going to format my computer tonight X_X
