i just hooked everything up and stuff and i turned it on, and it and all of my case fans are SILENT, does the PSU give less voltage to all of the fans when its cooler?
yes all of the fans are spinning, my HSF is(wouldnt be here if it wasnt) and my video cards fan is too(freshly slicked up with some AS5)

PS, this thing is really nice and actually is close to giving 12v on the 12v rail now!
 
There is two dedicated fan connectors marked fan only on the True Power PSU's. They regulate the speed at which the fans operate according to temp sensors inside of the PSU. Other then that everything else in your machine should be spinning at normal speed.

Your only suppost to connect up to three case fans on them :p.
 
i have all 5, so shoot me :)

ill put my smartfan 2 on a normal connector then if it pleases you, and maybe one other

I definitely wouldn't have my CPU fan hooked up to one of those fan only connectors. The thermal sensor that the PSU is going off of is inside of the PSU itself and so it has no idea what the temp is inside the case or on your heatsink. It just goes by how hot IT is.
 
Have you measured the voltage on the Fan only connector ? I get below 5v on my True480w and any fan I connect to these connectors rotate at a very low RPM.

Yeah, I get around 5-7V on my fan only connectors.
