Is this normal for a UPS?

I bought an inexpensive cyberpower 425VA UPS. I followed the instructions to charge it before using it. But now that I'm using it, it seems to be acting funny. Sometimes I look at the power manager software and it shows 100% battery, today it shows 41% and charging.

There haven't been any outages and the software confirms that. Is this normal behavior?

I dont think its normal.

Either:
1) Janky battery
2) Janky software didn't record an outage
