Is this bad?

My drive drive has been acting weird (Seagate 320GB 7200.10) so I decided to use windows disk check and it fails phase two every time.

The only problem I had was the random long ass windows boot times and sometimes it would freeze during the windows boot and I'd have to do a hard shutdown. Most of the time it boots up in seconds...

Seagate tools found no bad sectors or anything wrong with the drive...wtf is going on? It it just a bad install?

It could be a bad install. I would backup your data first, reinstall your OS, and test again. Otherwise, I would call Seagate to see what they say first.
